My 16 cc sv has this rust coming through from the back. There's a supporting piece of sheet metal spot welded behind. Is this normal for a truck that's 8 years old & what's the best course of action?

Welcome to the club. Only thing worse than rust you can see, is the rust you can’t see. Depends on how long you are going to keep the truck for. You can get that area fixed or replace the whole panel.
She's paid off with only 92k so If other to keep it a couple more years. Just frustrating I have to pay a body shop now. Other side shows zero signs of corrosion. I also had a spot of my bed that was rusting under the factory before liner too. I keep it clean you'd think I park the effin thing in the ocean ffs.
The rust is coming from the backside. You’d have to remove the spotwelded panel and grind off the rust then treat the area with some kind of rust inhibitor. Then re-spot weld back on and paint the area. Then you’d have to do the same on the side you can see plus a little bit of body filler, primer paint then re-paint the fender. I’ve done this on my old Camaro more than a few times. It’s the only way to stop the rust.
The bad news is that you have rust that will keep on advancing. The other bad news is that many body shops will not tackle this job...rust will return.
Pop bubbles with small screw driver....scrape into paint around it.....add Rustoleum rust inhibitor.....let dry.....add touch up cheapest way....will slow it dowdown
