It's flat black, likely just a quick and dirty low-grade primer to avoid bare material. It won't "discolor"; instead, it will fade over time from outdoor exposure without a proper finish. The right way to finish this is to prime it with good primer, sand it, then apply some good automotive-grade paint. And THEN you can clear coat it.

That said, every time I see someone with this grill my eyes immediately see how unevenly bad that font is.
