Not quite but I have a friend of a friend that does it as a side job so he cut me a deal. Also, I sand blasted them myself. That saved me $100 from the start. If you have access to a sandblaster it will help you out.
However, $50-75 a wheel seems to be the going rate around north Georgia.
I have the Goodyear Duratrac AT but I'll never buy another set of them. They have cupped out real bad and won't balance properly. From my research, these particular tires have a history of uneven wear(cupping).
