i have just got set of new tires and about 60-70 notice some vibration decided to look at the tires and the front tire has the weight clips on the outside and the back tire has the clip on the inside underneath the truck. was wondering if this could be the vibration problem

Each wheel and tire is balanced independently so it doesn't matter if one has weights on the outside and one has weights on the inside. If you are having a vibration take your vehicle back to where you had the balance and have it done again. If you have a Discount Tire location near you take it there.
