It won't fit on your 04 without a serious lift.

Offset is where the backside of the mounting pad is located on the wheel from center. Back spacing is the measurement from the back of the mounting pad to the back side of the wheel. Typically speaking, the higher the offset, the more the wheel will tuck inwards towards the suspension. The lower the offset, the more the wheel will push out towards the fender.



For Example:

If you have a -12mm offset on a 9" wide wheel, the mounting pad would be 12mm towards the back of the wheel from the center. If you have a +12mm offset on a 9" wide wheel, the mounting pad will be 12mm forward from center.

I only want to put 29s on it so I'm wondering what offset should I look at for an 18x9 rim so it would sit just about flush with my fenders

For your generation Frontier if you want to run a 9" wide wheel a 24mm offset will put the wheels outer lip flush with the fenders. If you want it to tuck a little so your tire doesn't stick out too far you'll want an offset that is higher than that. My guide recommends a 30-50mm offset for a 9" wide wheel on your truck. It shouldn't be too difficult to find a wheel that has a 25 or 35mm offset to fit your truck.
