Yes, you can see the locking tabs in the first picture.

Yes, it replaces the pocket, so you have a place to mount switches.

FYI, on my 06 Frontier 4x4 I had an empty switch slot which I ended up using for my backup camera. I wanted to be able to turn it on/off at anytime. Well this switch for Scion fits perfect, looks nice and required no modification.
