i sent my 98 2wd cluster off for speedo repair 4 years ago but the odometer was still stuck, now i am trying to sell the truck and from various threads i understand it might be the vss and there may be chip in the cluster or ecm with my total miles

the check engine light is on for an emission cannister, hoping that is a vacuum leak

odometer is stuck on 200,085

speedo and trip counter both work fine so what can i check next?

I think you have to sell it with a written disclosure that the odometer is broken and provide your best estimate of the true mileage.

So if you get it working again you still need to disclose the miles you accrued during the time it was inoperative.

All depends on the state you live in. In some states, after 10 years, it doesn't really matter. Just note that true mileage is unknown.
