Someone backed into my rear bumper, how hard is it to remove?

Some jerk put a good size ding in my rear chrome bumper at Costco and left no note... How hard is it to remove? Can I hammer the dent out with a block of wood? Or would you suggest replacing the bumper?

I also have a damaged rear chrome bumper, but since I want a body color rear bumper I'm thinking of doing this...
