I'm looking for something pretty specific and I can't find any vendors that make such a thing. I'm looking for a spare tire carrier that mounts to the trailer hitch like this: https://www.etrailer.com/Spare-Tire...gYMTNGgqz8xa6oOO3YDaI6lMbjrEyTy0aAs8nEALw_wcB

However, there's one thing I need it to do: pivot. So if I need to let the tailgate down I can just remove a pin and have it swivel downward. Does anyone know of any vendors that make such a thing?

I googled “folding trailer hitch tire carrier” and this immediately came up. Looks like you could adapt it to your needs. If you look at the photos you can see it works with most accessories that fit in a standard hitch.

Buy this and buy the tire hitch carrier and then shorten the tire hitch carrier so that its just a shorter straight square tube and doesn't have the bend in it and stick it in this folding adapter. Boom. Done.
