Need help with sway bar bracket..Anyone?

Hello guys I am trying to figure out what is the best way to fix this. The welded bracket on the control arm that holds the torsion bar on has broken around the front of it allowing the torsion bar, sway bar? to slip out the front of the bracket. Can I just weld this?

looks more like the sway bar end link and not the torsion bar

I think you are right. Any ideas on how I should repair?
