Need Help ASAP

Ok so I got my AC 3" suspension lift yesterday. Put it all on and the front only lifted 1" from where it was. I called AC and the guy told me to re-index the TB's which is fine but heres my question. Where do the TB's need to be when i start to give me correct lift? Which i was told was about 1/2 inch between the bump stop and UCA. Does the key at the back need to be at 6 starting or not that drastic. Thanks for the help in advance.
