Fold-down seat vibration

My passenger fold-down seat vibrates like crazy when I drive.

Is this normal??? It will vibrate up or down.

it's common. if you seach for seat vibration there are lots of threads about it.

Does everyone have the issue by design? Or can something be done to fix it?

I did a search and didn't find any solution other than to replace the whole seat.
