I've yet to see anyone making that type of bumper for the Frontiers (I keep looking and wishing though).
As far as I can tell your options are 1) take a bumper in production now and build onto it 2) build your own entirely or 3) see how feasible it would be to adapt a Toyota Tacoma rear bumper to the Frontier. its been done to the front... http://www.clubfrontier.org/forums/f10/cbi-offroad-moab-2-0-bumper-186898/
