I would guess cheap oem rotors are more likely the problem, assuming you followed the break in instructions for the pads. I've got a set of hawk hps pads on my car, the have 95k miles on them with the same rotors that I changed same time the pads went on, but they were good cryo treated slotted rotors and never had a problem, still probably got a good 25-30k life left in them.
