alrite so heres what i have done for diagnostic so far, ignition switch is good, it is sending signal into the ipdm when its turned over, starter has been bench tested and is good to go as well, same with all connects to the starter from the battery and to the ipdm, only thought is the IPDM itself or the ECU ipdm relay? thoughts or any answers is highly appreciated. 4.0 6 speed 4x4.

I don't think i am quite as well versed as you seem to be but my first thing would be to check the battery terminals for corrosion, clean and tighten, then i would check under the fuse boxes on the passenger side for damage and behind the passenger fender liner as that is a major wire loom and mine was previously damaged and caused some crazy issues.
