Aftermarket, or just different for that matter, wheels make a big difference in the tire coming in contact with the fender and bumper. The more they stick out, the more likely you're going to have contact. For example, just going to the wheels I have now (from stock) made a set of 31s hit my fenders.
Also, the whole weight difference between 31s and 32s isn't just as cut and dry as they weigh x amount more, unless of course you're talking about 31s and 32s in the same model or tire a vs. tire b. The Wrangler MT/Rs I have now (32s) weigh more than a lot of 33s I've picked up.
