    It's likely a bad cluster (a.k.a. "integrated meter assembly"). There are places that repair them; Mr. Whizard comes to mind (just Google it and you'll find it).

    The caps probably won't come up on the parts diagram. IIRC, the dealers had an A/C parts kit that contained caps and valves cores and such. It was likely a force-shipped item to dealers from Kent-Moore.
