Ive been thinking that to but i dont need lights. I need beadlocks and a locker lol! The lights will come with time.
Between those two I would go with the locker first
Edit: is that a front locker or an air locker to replace your elocker? If its a front then I'd go for that first. If its a new rear locker then maybe the bead locks first..

Volant Intake, 20% Tint, Rhino liner, Ultraguage, Black Stock wheels, Fog Lights, Pioneer AVH-P2400BT, LEDs (Interior, Cargo, Backup)
Chopped and flipped my front plate to make room for my 2 other Duallys. Looks a little hacked now but I'll sand it down more and maybe hit it with some black Krylon in the spring. Should clean up nice.
Good enough for now. Off to work!
