depending on the cat location maybe fix a bash plate under it. quite hard to cut through plate with tube cutters.
we have similar problems over here tho i haven't heard of stealing cats yet. rural power lines have been common targets and also in very bad taste stealing plaques off graves/memorials

This is a country-wide epidemic. My buddies were out riding their quads 2 weeks ago, when they came back to their truck, cats were gone. Scumbag theives.
Remember to lock your tail gates. Those are getting jacked too.
