Just got some new rims and tires mounted up how many weights is to much?

i haven't done too many of those types of wheels with the weights there myself yet, but i have done a few, and if i needed 5.0 Oz of weight (i counted 20, each is .25 Oz) then i would take the tire back off the wheel and spin the wheel 180 because they apparently put heaviest side of the tire with the heaviest side of the wheel. also i would not have them spread out like that, i've been told 2 rows (as long as they are touching) is fine

as for the rest of this thread i'm completely lost
