Did you check the fuses in the box with the relays?

check the fuse's under the hood by the battier I crossed a wire one time and my dash lights would not work and it end up being a blown fuse under there

Suggestion: pull each of the fuses you suspect getting wet and clean the posts? maybe some mud got in there and is keeping things from making good contact.

that happened to me one time, all my lights were doing all sorts of funky things, it was my alternator though, not a fuse

our trucks have the alternator in a very horrible spot for water crossings/mud/dirt

at least the v6 models do, I'm not sure which you have

Make sure you use a multimeter to check your fuses, instead of the typical visual inspection. Or just switch it out with a new one, when it comes to troubleshooting a water intrusion issue it helps to check everything correctly the first time.
