a/c compressor surge?

i have a 02 xe 2.4L with 5 speed , while driving with a/c on the compressor will surge with a loud squeek , it feels like the truck stops for a quick second and than everything is normal, this is my second compressor , belt tension is good,a/c compressor clutch is good, has anyone heard of this?

the motor is supposed to compensate for the clutch being engaged (aka up the idle slightly), sounds like it's not doing this but it could be something else

Is the belt new or just looks good. thay can look good and be glazed and slip.
