The point of fenders is to contain the tire and the stuff they spray. You would never think about trying to get the tires to stick out of the fenders on your dirt bike. The wheel wells are also deeper than the lip of the fender. Might catch the tire on the outer rim of the fender, thus messing them up or reducing your travel.
