High steer uses a different set of steering knuckles. If you are running soa then you will have to use high steer in order for the steering to clear the leaf springs. High steer is designed to reduce the angle between the pitman arm and the knuckle so that when the suspension flexes your steering doesn't bind. It also reduces bumpsteer when flexing.
